Clouds no longer render underwater on fabulous settings

This behavior was introduced in 25w16a.

When running fabulous settings, clouds used to render very slightly when underwater. Now, they don’t render at all. In both screenshots I made sure to line up the clouds with the sun so it was visible.

Steps to reproduce:

  1. Load world on fabulous settings

  2. Go underwater

  3. Try to see if clouds render in front of sun or near surface of water

Expected result:

Clouds will appear rendered even when underwater

Actual result:

Clouds do not render

Recent changes in fog calculations have affected cloud rendering underwater. This will be addressed later as part of future rendering refactoring and enhancements. Until then, clouds underwater no longer will differ between Fancy and Fabulous.
