As the title says, horses can use the swimming animation on land until the horse does something that requires a different animation (such as eating or being fed a golden apple).
HOW TO REPRODUCE:
Tame and ride a horse into water too deep to ride in.
Before the horse kicks you off, dismount. The horse should now be in it’s “panicked swimming” animation.
Lead the horse back to land with a golden apple. The horse should now look like it’s doing the conga.
