Spectator mode action bar text renders in front of the locator bar

The bug

The spectator mode action bar text renders in front of the locator bar.

How to reproduce

1. Summon a waypoint.

/execute summon minecraft:armor_stand run attribute @s minecraft:waypoint_transmit_range base set 60000000

1. Switch to spectator mode.

2. Press 1.

3. Notice the action bar text.

Expected result

The action bar text would render above the locator bar.

Observed result

The action bar text overlaps the locator bar.
