[MC-297283] Depth strider makes riptide worse

Steps to reproduce the issue
Submerged underwater, use a trident in either hand with riptide and wear depth strider boots. Compare with the boots removed.
Expected result
Wearing the boots should propel you further or at least just the same amount as without.
Actual result
It's as if there’s much more friction. Your momentum isn't kept as much as it should be.
