Rain environmental fog is affected by sunset sky color, even in situations where the sunset isn't visible

The bug

In raining weather situations, if the player is looking at the sunset and moves the camera around to any other angles, the environmental fog around them changes color, making it look unnatural. This is also the case even if the player is not directly on the surface, which leads to weird color changes on the environment when the sun is not visible.

Steps to reproduce

  1. Set the weather to rain.

/weather rain
  1. Set the time to sunset.

/time set 12500
  1. Notice the environmental fog color at different camera angles.

  2. Alternatively, notice the fog color at different angles when you’re inside a cave with skylight access.

Expected result

Environmental fog color would stay fixed, and would not change at different camera angles.

Observed result

The fog changes when looking at the sunset and at other angles, affecting all surrounding blocks even in caves.
