When I try to swim fast, it only works when I am under the water, and it will not let me swim fast and then try to surface above the water.

This generally doesn’t work at all. Your full hitbox has to be in the water to swim. To show your hitbox: F3 + B
But you can surely go underwater, swim and go up to the surface, so if you don’t go too high, you can swim on the surface and breathe.
