If you can break, but not place, you should definetly make sure your right-click is bound. To check this, follow these steps:

Enter a world → press ESC → click Options → click Controls → click Key Binds → Now click on the field on the bottom left: “Reset Keys”. Now your right-clicking should work again. If it doesn’t, check if your mouse button generally works.

This generally doesn’t work at all. Your full hitbox has to be in the water to swim. To show your hitbox: F3 + B
But you can surely go underwater, swim and go up to the surface, so if you don’t go too high, you can swim on the surface and breathe.

You might just have installed a texture pack without knowing. To remove it, go to

Options → Resource Packs → And then move everything from the right to the left.

Maybe you’ve just turned off the enchantment glint. Follow these steps:

Options → Accessebility Settings → Glint Strength

Just turn Glint Strength up to how strong you want it to be.
