The music toast flashes in the pause menu when the Music slider is set to zero

The bug

If you turn down the Music slider in the Music & Sound options to 0% (OFF) and the new Music Toast feature is enabled, the toast will keep flashing different songs in the pause menu. This is most prevalent when the Music Frequency is set to Constant.

Steps to reproduce

Note: If there was already music playing when you set the music volume to zero, the current song must finish before the toast will start flashing.

1. Enable the new Music Toast feature.

2. Set Music Frequency to Constant to make it more prevalent.

3. Set the Music slider in the Music & Sound options to 0%.

4. Press Esc to open the pause menu.

5. Notice the toast flashing.

Observed behavior

The toast will flash on the screen.

Expected behavior

The toast wouldn't be visible at all.
