Players are currently able to use a ladder and an ender pearl to phase through the bedrock ceiling of the Nether and access the Nether roof. Once on top, they can build structures freely, even though the area was not originally designed for gameplay. This can be used to create unbalanced mechanics like ultra-efficient farms and travel systems with no intended challenge.
Suggestion
Option 1
Lower or enforce a strict build height limit in the Nether (e.g., make y > 127 entirely non-buildable).
Option 2
If building on the Nether roof is considered acceptable, then allow similar behavior in the Overworld by raising the build limit on the bedrock layer for parity.

The Environment field is supposed to only contain PC details.
