I ventured out and found frogs. The frogs reproduced, and tadpoles were born. I brought one of them to my base; they grew up and jumped onto the lamppost and got stuck.

Hey, so it appears that the frog has path found onto the top of the lamppost. While it will not go down by itself, you could move the frog down yourself by pushing it, building stairs, or breaking the blocks under it. This is not a bug, and is an intentional game feature. If you have a bug to report in the future, use the linked guidelines to make sure it is an actual bug.
