Horses cannot be tamed while on a tree/leaves

I came across a bug where horses cannot be tamed while on trees. I spawned a horse on creative and sat on it, but when I did so, it struggled to even move. Whereas when I spawned it on solid ground, it started running around and eventually threw me off of its back, naturally. I spawned it on survival and the same thing has happened.
