Weather changes in the overworld affect the fog in the nether

Steps to reproduce:

1. Start a world in Creative mode

2. Run /execute in minecraft:the_nether run tp @s 0 129 0

3. Note the color of the fog

4. Run /weather thunder

5. Note the color of the fog

6. Save and Quit to Title

7. Reopen the world

8. Note the color of the fog

Observed results:

• The nether fog darkens slightly when the weather changes

• The nether fog darkens significantly after reloading the world

Expected results:

• The nether fog is unaffected
