[MC-29805] Surface water freezes in flatland preset "Tunneler's Dream"

Freezes water in my flatland town's river.
In my flatlands creative world, all the water in the river is freezing! I don't know if it's a glitch or what! My flatland world uses the flatland TUNNELER'S DREAM.

Confirmed.
This is intended at high elevations in the biome "Extreme hills"

If this is intended, maybe you might want to mark the resolution as such.

Also, I'm pretty sure that tunneler's dream is supposed to be extreme hills because of emeralds.
