Breaking a Minecart with Command Block or Monster Spawner in Survival Mode gives you a normal Minecart

This has always been the case, and the command block minecart dropping only the minecart is intended per MC-54899, while the spawner minecart doesn’t even exist in item form so asking for it drop itself is a feature request (although not a bad one in my opinion).
