Happy ghasts' special lead texture does not apply without a harness on, despite being textured enough to imply it should be seen

The bug

When happy ghasts get their special 4-leash configuration, their texture is given a special tied "leashed" texture that's fully detailed top and sides. However, this texture only seems to apply when a ghast has a harness, which covers 90% of the texture. It's odd that the effort was put into making this texture detailed and thought out, but it doesn't apply to an unharnessed happy ghast where you could actually appreciate it and see it.

Steps to reproduce

Attach a boat to a happy ghast and see how, despite using the special 4-leash configuration, the leads don't really attach to anything (like normal leads). With the harness, though, the ghast gets a special texture that is completely hidden by the actual harness. The lead texture is fully designed underneath, even including little details like a buckle.
