/summoned cats with unspecified variants and other NBT data always spawn as black cats

Cats that are summoned with /summon that have NBT data and don’t have the variant tag assigned to them always spawn as all black cats.

Steps to Reproduce:

1. Run /summon cat ~ ~ ~ {Tags:[“test“]}

2. Repeat step one 5 more times
