Repeatedly opening and closing dialog clears chat

When the following commands are constantly run in the tick function

dialog show @a {"type":"minecraft:notice",title:""}
dialog clear @a

Players are unable to send chat messages.

Opening the chat is inconsistent, and anything typed in the chat box is deleted every tick.
