There's currently no implementation of emissive textures with Vibrant Visuals in Java, I think. Using an unsupported by Minecraft resource pack isn't a Minecraft bug. it’s part of the model definition maked by resoruce pack or mod pack.
And you can’t break blocks.

Optifine probably had nothing to do with this situation because it's graphical mod, but it depends on whether you use forge because if so, it may be forge's fault.
Could you record the entire process of bug?
Try assigning more RAM to minecraft
Try updating Java and your graphics card drivers.
If we can put leaves, we should also be able to put wild flowers and cherry blossoms on fences, etc
