There's currently no implementation of emissive textures with Vibrant Visuals in Java, I think. Using an unsupported by Minecraft resource pack isn't a Minecraft bug. it’s part of the model definition maked by resoruce pack or mod pack.
And you can’t break blocks.

What do you mean exactly? Where is the bug here?
Optifine probably had nothing to do with this situation because it's graphical mod, but it depends on whether you use forge because if so, it may be forge's fault.
Does the issue still persist in the final release 1.21.6?
