I tried using a ressourcepack that makes ores emissive, but now it only shows the emissive layer on top of a grey block, i tried to fix this but could not find any documentation on how emissive textures work (attached is a screenshot of how the ores look up to version 25w06a and on the right is how it looks like after version 25w07a (and up to current version 1.21.8)

There's currently no implementation of emissive textures with Vibrant Visuals in Java, I think. Using an unsupported by Minecraft resource pack isn't a Minecraft bug. it’s part of the model definition maked by resoruce pack or mod pack.

I too am experiencing this. Block Emissive layers appear to now have no transparency. Entity emissive layers with transparency seem to be working properly.

Ever since since the update mentioned by OP, any portion of a layer that is intended to be alpha-transparent that used to work properly is now filled in with a solid color. The color chosen for the fill appears to come from a random pixel of the original block, or maybe is an average of pixel colors, because the fill color always seems to somehow relate to the block in question. I have multiple texture packs that I’ve made that used to work as intended when the emissive layer was first introduced, but now are affected by this bug. The only work-around is to not have any transparency in the block, so the entire block is emissive.
