If (-20, 70, 200) is near the surface of a plains biome, then either there’ll be tulips there or they can be grown there using bone meal.
More tulip locations are shown in the attached diagram. If you’re in a plains biome at any other coordinates, there'll be no tulips there and you won’t be able to grow them using bone meal.
I think this also affects some other flower types, and other biomes, but it's only notable for tulips in plains due to their rarity.
Expected behaviour
Tulips should generate at different coordinates in different world seeds.
How to reproduce
Create a single-biome plains world (for ease of reproducing)
Run
/tp 20 70 -200
→ Tulips are found there (if not, place grass blocks and use bone meal until they are grown)Go to
y=70
at any other location with x/z up to ±1000
→ No tulips are found there, nor can they be grown
