Maybe it’s just my own computer, but if I Alt+Tab to another window like Chrome and go back to Minecraft, for example if I have to look up a crafting recipe, the screen flickers on and off like one frame → black → one frame → black super rapidly for a few seconds to a few minutes after I come back.

Please upload a video recording of the issue in Minecraft 1.21.8 Release Candidate 1 or later with the debug screen (F3) enabled. You can record your screen using:
On Windows, the built-in Snipping Tool app (shift+win+S)
On macOS, the the built-in Screenshot app (shift+cmd+5)
Third-party software such as OBS
It is recommended that you trim and/or reduce the quality of your recording so it is under 10MB, as this will make the upload much quicker.
If you cannot reproduce the issue in 1.21.8-rc1 then it was likely fixed alongside the other graphical fixes in that version.
