Villager can't pick up food or drop items when mobgriefing is set to false

Villagers can't pick up food when mobgriefing is set to false this makes it impossible to breed villagers. It makes sense that they can’t break wheat or place seeds but I wouldn’t consider picking up items to be griefing. Also the hero of the village effect does not work since the villagers can’t drop item when mobgriefing is set to false. This makes getting more villagers very difficult since you need to find a new village and should be change so they can drop and pick up items since those are very important parts of game progression.
