when a lightning strikes a lightning rod the rust isn't removed, but according to features of the copper, the rust should be removed after a strike

This was never a feature. In snapshot 25w31a:
Lightning Rods now oxidize like other Copper Blocks and the Lightning Rod on the Copper Golem
It doesnβt mention anything to do with oxidisation being removed with lightning strikes. This is the only line in the changelog referencing the copper lightning rod.
