Seems the “at least” part is correct however, there is a space between 500 and m. (This is on windows 10 1.21.101)

Have you tried to remove packs/addons that are active on your world? Also is there a way to reproduce this issue?
This works as intended with or without vibrant visuals enabled in the 1.21.120.21 preview:
