The drowned in the image is wearing a leather cap. You can see in this image the drowned without a leather cap. Its only a couple of pixels that are different.
This works as intended as by default players have the “Enable dithering for mobs” and “Enable dithering for blocks” on. You can turn this off in the accessibility settings
This is due to windows changing to GDK build. All worlds/data have moved to different files because of this, so you had to copy worlds/data to a separate folder before updating as it will just delete the existing data in the old file.

Can confirm on windows. You can turn off the dithering in the accessibility tab in settings.
This works as intended in the the 1.21.120 Update:
Mobs will now become slightly transparent when the camera gets too close or passes through them
Glass blocks and panes will now become slightly transparent if the camera is very close to them
And sugar canes were changes in the 1.21.100 Update:
Sugar Cane clusters will now become slightly transparent when the camera passes through them
If you want to disable this, there are toggles in the Accessibility tab in the settings.
