This is the main feature of the happy ghast and as its broken makes it useless to use. Elytras can't replace this as the lead breaks when you start flying.

You can only join the 6 featured servers on console. There is no way ingame to add custom servers. You can use apps like bedrock together to add servers however you need to watch adds for it to work.
