Right-click actions are inconsistent between signs with text objects and waxed signs

Both signs with the new text objects and signs that have been waxed cannot be edited, however there are functional differences in how this manifests, which seems unintentional.

To reproduce, wax a sign, then give yourself this sign, and place it next to the other one: /give @a oak_sign[block_entity_data={id:sign,front_text:{messages:["","",[{atlas:"minecraft:blocks",sprite:"block/stone",color:"white"}],""]}}]

Try right clicking on each of them when holding a block. For the waxed sign, a sound and animation occur, and the block is not placed. For the sign with the stone icon, there is no sound or animation, but the block still ends up being placed (MC-301185).

Expected results would be consistent behaviour for both signs.
