In biome ice plain spikes does snow not form on the ice spikes or packed ice on the ground.

I expect this works as intended, snow already doesn't accumulate on regular ice, so I suppose Mojang tried to keep the consistency with the new ice. I know it's unrealistic, but perhaps they think snow would ruin the aesthetic of the spikes.
