Snow can't be placed on Ice or Packed Ice

The Bug
Snow is unable to be placed on top of Ice and Packed Ice despite it being able to be placed on Blue Ice.

Replicate

• Place Ice or Packed Ice

• Get Snow (Has to be layered)

• Place on Ice or Packed Ice

• Notice that it doesn't place

• Try the same with Blue Ice

• Notice that it places
