Ice cant have snow layers on it but the new Brittle Ice can
Steps to reproduce: Place Brittle Ice and place Ice, try to place snow on both of them
Expected Result: You cant place snow on either of them
Actual Result: You cant place snow on Ice but you can on Brittle Ice

I am inclined to resolve this as a duplicate of MC-169061, but I think it’s best for Mojang’s triage, since snow layers were recently given the ability to be placed on packed ice in the recent snapshots. I think it makes sense for snow layers to not form on regular ice blocks or else that would ruin the appearance of frozen rivers and other ice-like biomes. I can confirm this behavior nonetheless, but ultimately I think this is working as intended.

Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.
