[MC-301690] When moving between items in hotbar, item is immediately used/placed if block

Steps to reproduce:

Using keyboard, toggle between 1-9

Toggle into a slot with a “placeable” block

Expected result:

Block is selected (but not immediately placed)

Actual result:

Block is immediately placed and interacted with

Environment

Macbook Pro without mouse
