Steps to reproduce

  • Find an ice plains spikes biomes or seed for it

  • Search the surface, you will find these lakes, you can tell they are lakes because if there is a block on top of one of its water blocks it will not be in ice form

  • These lakes will contain ice, as opposed to packed ice

Confirmed.

I'd say this is intentional. "Ice Plain Spikes" not "Packed Ice Biome." It's basically a tundra with spikes made of packed ice.
