light_emission property applied inconsistently on block models

When light_emission properties was first introduced in 1.21.1, they worked as intended. They are currently broken as of 1.21.8 for blocks. The alpha/transparent portions of the emissive texture is treated inconsistently for blocks. See picture of an example redstone_ore. The transparent portions of the emissive texture continues to work as intended for the redstone_ore block when rendered as an entity (item on ground, held in hand, or displayed in inventory gui slot). The transparent portions of the emissive texture is filled in opaque with a related color for the block when rendered as a block.

This is true for both blocks that are intended to be fully opaque (terrain blocks etc), and blocks that have vanilla transparency. See the attached example dragon egg block. it’s emissive layer is completely opaque when placed as a block.
