No mob is spawned in other dimensions Only in structures if they were already predetermined to spawn

I played with a friend hardcore mode but couldn't find ghast, piglin zombie and piglin or Enderman. And when we came to the end to fight the dragon, there was no Enderman. I have the same issue, with no hostile mobs spawning in the nether, except for blaze from a spawner in a fortress.
