Endermen are not spawning in the end

I was playing Minecraft and updated to 1.21.9 prerelease 1. I entered the end and there were no endermen spawning. There were two left that had not despawned yet. I went through an end gateway, same problem. No endermen. I went home and went into the end a second time. Still no Endermen. I checked my difficulty, and i was in survival mode. Video is pictured
