[MC-302178] Shield doesn't lose durability from weak attacks on Easy difficulty

Steps to reproduce :

Start a Minecraft Server

Block a zombie attack with your shield.

Your shield doesn’t take any damage.

What’s strange about this is that it only happens with the dedicated server, not in singleplayer.

The issue is with any mobs that does melee attacks, but not with arrows shot by skeletons.

Environment

Fedora (Linux 6.16.7-200.fc42.x86_64 (64-bit))
Only happens with the dedicated server, not in singleplayer.

Again, that's not a bug caused by the vanilla game but by the server. (If I remember right PaperMC).

Mojang does not have the control on 3rd part servers.

I’m sorry if it’s still not clear. This bug also happens with the VANILLA Official server provided by Mojang. The video I recorded showing the bug was recorded on the official server by mojang.

The bug is present in all versions from when the shield was added (1.9) to the latest (1.21.8).
