Cannot reproduce the issue; copper blocks oxidize normally. It is suggested to attempt using the /gamerule randomTickSpeed 3000 command to accelerate the process for verification.

Placing blocks made of copper really close together makes them take much longer to oxidize. You either need to wait much longer than in your video or place each copper block at least 5 blocks away from any other copper block.
