[MC-302345] Goats no longer ram players

I did 30 seconds and it didn't ram while not moving. I was in normal difficulty and they no longer ram players

I tried easy and they didn't ram when I try hard it no longer ram players

Goats aren’t neutral mobs…

Only goats are neutral in Bedrock…

Goats are passive in Java.

Steps to Reproduce:

Summon a goat or find a goat.

Wait for couple of seconds.

And then they didn't ram.

Goats are type of neutral mobs in Bedrock.

Unable to reproduce. You may need to wait for a longer duration.

Goats are a neutral mob both in java and bedrock so they will attack you unless you are in peaceful difficulty.

A goat can ram in a random time between 30 seconds and 5 minutes, so this is not a bug.
