Dimension types with an ambient_light above 1 in 1.21.9 cause the light texture to go to extreme values.
For example if you set it to an extreme like 1000000 in 1.21.8 this would let everything render fine but in 1.21.9 it causes all items and text to render completely black.
Steps to Reproduce:
Use the datapack provided
Enter a world in 1.21.9 and run
/execute in report:report run tp ~ ~ ~
You'll notice that now all your text is rendered as completely black, all items are rendered as black, and blocks that emit light are also black.
Load the same world in 1.21.8 and it will render fine
