[MC-302473] Wither roses do not damage mobs

The wither rose no longer damages mobs.

To reproduce:

Place wither roses on grass blocks in an enclosed area.

Use a spawn egg to spawn some cows on the wither roses.

The wither roses should damage the cows, but they don’t.

Hi! We cannot reproduce this issue. Can you please attach either full reproduction steps starting with creating a new world or attach a download of the affected world?

I was testing something in a superflat world and I forgot that I had the world in Peaceful difficulty. Wither roses are not meant to damage mobs in peaceful difficulty.

This can be closed, working as intended.
