[MC-302495] Iron Golem not spawning.

When I wanted to create Iron golem on savanna dirt it won't spawn. It spawns on other blocks(Maybe other biome, didn't exactly check issue is biom or block))

Note that grass below an iron block prevents the golem from being created.
