Tamed cats will stay "stuck" in a small area (9x9 blocks for example) where they will wander around or just stay in place (as they do when they are not tamed) instead of following you like it is supposed to. They also don't teleport to you when you are far away. What I've noticed is that this bug happens when there is a bed nearby, whether the bed is yours or from a village.
Environment
I've noticed no discrimination between this bug and any specific environment. By the way, in the screenshot provided — just to clear any confusion or doubts whatsoever — there was a space open for the cat to get out of that fenced garden. I even tried to guide it towards it, but the cat was oblivious.
