Mannequins do not swing hand

Steps to reproduce

  1. Call LivingEntity#swing on a Mannequin entity or send a ClientboundAnimatePacket for them

  2. Observe how nothing happens

Expected result

Mannequins should be able to swing their hands, like all other player-like LivingEntities. Especially given they are meant to replace player NPCs and already have a HumanoidArm this seems like an oversight.
