Unbound debug modifier key doesn't work as expected

Unbinding the “Debug modifier key“ will not let you use other debug keys with just the second key.

To reproduce:

• Start 25w41a

• Go to Options… → Controls… → Key Binds…

• Scroll down to “Debug modifier key“

• Click on F3, then press Esc to set it as “Not Bound“

• Exit out of the menu by pressing Done multiple times

• Join a world

• Try to use one of the debug keys independently, e.g. F4 for gamemode switcher
