The minecraft:apply_impulse effect cannot be used in minecraft:location_changed

This is inconsistent with all other entity effects, which can be added to minecraft:location_changed.

Steps to reproduce

1. Add the attached data pack to a world. It contains an enchantment with the minecraft:location_changed location-based effect that applies an impulse using minecraft:apply_impulse.

2. Try to load the world.

3. Notice how it gives you the data pack error screen instead of loading the world.
