Hitboxes of submerged entities don't render when the player is looking at them from a surface. However, if you are in spectator and use it to phase through solid ground, the hitboxes will reappear

Also of note (possibly) is that if one is at the water level but the water level is clipped away because you are so close to it, then. it will render the hitbox as long as it is not colliding with the water overlay
