Missing block tags for "incorrect_for_no_tool" and "needs_wooden_tool"

Even though tags exist that let us choose which blocks require which tier of tool to mine, and there are tags that let us choose which blocks cannot drop when using a certain tool tier, there is no way to modify these behaviors for players who are not using a tool or who are using a wooden tool. This functionality is crucial for data packs who want to make blocks like logs, leaves, or sand only be collectible using certain tiers of axes, hoes, or shovels.
