Sign's hitbox is not on the entire sign. It is only where the stem is.

This is intended. You can place the sign in any direction. The hitbox is always the same. There is no such thing as a "rotated" hitbox. For this reason the hitbox needs to be that way. Not to big and not to small.
Since this ticket is almost 10 years old, and there have been many changes to how hitboxes work (notably 1.13 allowing for wireframes that aren't always cuboids, resulting in many blocks having more accurate outline shapes as a result) would it make sense to reopen this ticket? The problem still affects 22w06a.
I can tell that your Minecraft is modded because you have an HD texture pack. If you cannot replicate this in a non-modded client, this is invalid.
