I tested this on several mobs(not all) but for some reason the spear charge attack doesnt seem to work properly when used against skeletons .

I noticed this as well, but only when skeletons were backing away from me, as they seem to be doing to you here. I think I had it happen with a sheep which was walking away from me, too. I assume their movement cancels out the spear user’s velocity in the charge’s damage formula, so they take no damage.
