All netherite tools, weapon, armor, etc. should not burn in lava, but netherite horse armors does.
Step to reproduce
use the fallowing commands
/give @s minecraft:netherite_horse_armor
/setblock ~ ~ ~ lavaThrow the armor in the lava by clicking Q

Can confirm. All netherite related items except the Netherite Horse Armor burns in lava and fire.
