Interacting with a furnace minecart while not holding coal or charcoal no longer redirects it

Bug Description:

In 1.21.8 and earlier, it was possible to redirect a fueled furnace minecart by right-clicking it while holding any item (this was intended per MC-122011). As of 1.21.10 this only works if you fuel it using coal or charcoal.

Steps to Reproduce:

1. Build a rectangular track of decent size (using only regular rails)

2. Place a furnace minecart on the track

3. Power it with coal or charcoal
   ✅ It begins moving down the track

4. While standing next to the track, interact with the furnace minecart while holding coal or charcoal while it is coming at you
   ✅ The furnace minecart is begins moving in the other direction

5. Repeat step 4 but do not hold coal or charcoal
   ❌ The hand animation plays, but the minecart does not switch direction

Expected Result:

The furnace minecart would switch direction
