Darkness pulsing no longer has a visual effect in the Nether

The bug

The darkness pulsing effect is no longer applied to the player in the Nether. This was introduced in 25w35a and didn’t happen in 1.21.8 and previous versions.

How to reproduce

1. Go to the nether.

2. Apply yourself darkness.

3. Make sure the option Darkness Pulsing is set to 100%.

Expected result

Darkness pulsing would visually darken nearby blocks, like in the overworld.

Observed result

Darkness pulsing has no visual effect.
